From the leading telecom companies/system integrators/Technology solution providers for setting up Wide Area Network (WAN) on Built, Own and Operate (BOO) basis. The aim of the WAN is to connect all the major departments.

Queries and Answers Related to WAN
Scope of Work
To create a reliable and efficient network for Delhi Government which will provide point-to-point connectivity between different offices. This connectivity will be used for accessing Internet, email, VOIP and other centralized application software. 
To achieve the above mention work, vendors are suppose to do the following:
Study the existing/planned infrastructure of various departments.
Planning and designing of network architecture that would facilitate the connectivity between departments.
Traffic Analysis
Security requirements and recommending measures for network security.
Suggesting modalities for e-governance. Some of the applications that  would form the part of e-governance are e-mail, video conferencing, VOIP, File monitoring etc
Manpower and training requirements
Eligibility Criteria
1 Registration/Incorporation The company should be registered/incorporated in India. The company must have working office in Delhi.
2 Annual Turnover The company shall have a minimum annual turnover of Rs. 100 crores each year during last 3 years, of which not less than Rs. 50 crores should be from system integration.The company should also executed at least one similar kind of project of worth 1 crores of more in the last financial year.
3 Experience The company should have hands-on experience Implementation of WAN. Experience with state government/PSUs will be desirable.
4 Capability
(i) The company should have long-term commitment to the Indian market.
(ii) The company should have demonstrable skills in integration of State-of-the-Art multiple telecom technologies to provide end-to-end solutions.
(iii) The company should have proven capability to execute the job on a turnkey basis including hardware, software, networking, disaster recovery, system integration, data center design and implementation.
(iv) The company should have strong financial and organizational strength to undertake and execute large turnkey projects.
(v) The company should maintain good quality practices in implementation to a minimum SEI-CMM level 4 or ISO 9001.
  To understand the exact requirements the interested parties may attend the conference to be organized on 15th November 2002 at 1500 hrs in the auditorium on Level -1 of Delhi Secretariat.
Submission of "EOI"
The following documents are required to be submitted along with the EOI:
1 Valid Income tax clearance certificate.
2 Annual reports of last three years, together with copies of Audited accounts.
3 Attested copy of the Certificate of Incorporation with the copy of Articles and Memorandum of Association.
4 Organizational Chart and infrastructure details with the list of support centers at major cities of the country.
5 Minimum three implementation details (Customer details, project profile, Product implemented, brief about project implementation) of similar kind of requirement across the country, with dates, addresses and telephone numbers.
6 Implementation methodology of the project with broad technical details with approximate timelines and manpower deployment program.
7  List of major clients along with performance certificates from clients.
8  List of implementation partners of various products.
9  Intended approach on disaster recovery.
10  ISO 9001 accreditation/SEI-CMM level 4 Certificate.
11 Companies can also form a consortium for submission of EOI with a defined leading company who will own the responsibility for successful execution of the entire project
12 Any outstanding achievements and awards won.
13  Suggested Revenue Model.
14 Any other relevant information.

The EOI may be sent in a sealed cover marked "EOI for WAN" and addressed to Special Secretary (IT), DEPARTMENT OF INFORMATION TECHNOLOGY, 9th Level, B - Wing, Delhi Secretariat, Delhi so as to reach on the address on or before 29th November 2002 prior to 1500 hrs.

Department reserves the right to reject/cancel/accept and or all such EOIs received without assigning any reasons thereof.

CORRIGENDUM

 REF: Notice inviting Expression of Interest for WAN published in this newspaper on 08/11/2002.The last date of submission of EOI is hereby extended till 16/12/2002 upto 3:00 pm. The tender document shall be given to only short listed companies on the basis of EOI. All other terms and conditions shall remain the same.
