Delhi Prisons has three Prison Complexes, one at Tihar being one of the largest prison complex in the world comprising of nine central prisons and second is Central Prison at Rohini Prison Complex and third one is Mandoli Prison Complex having 6 Central Jails. The total population in sixteen prisons is around 15468 prisoners against the sanctioned capacity of 10026 prisoners. There was steady increase in the prisoner’s population over the last years.

In order to decongest the existing prisons Tihar Prison, the Govt. of NCT of Delhi has started Mandoli Prison Complex with six Jails, and there is also proposal to construct new jails at Narela and Baprola.

Delhi Jails are under the Administrative control of Government of National Capital Territory of Delhi.The Principal Secretary, Home,  is the Administrative Secretary of the Prison Department. The following is staffing pattern of Delhi Jails :

 Mandoli Prison Complex

Mandoli Jail Complex is a new Jail Complex under the aegis of Delhi Prisons, in addition to the near Jail Complex and Rohini Jail Complex. It is situated in North East Delhi near U.P border. It has been built on 68 acres of land to accommodate 3776 inmates in six jails.

At Mandoli Jail Complex in addition to the six Jails following resources/ infrastructure are also available:-

1. One Administration Block for Mini Head Quarters.

2. Jail Factory in CJ-14 having bakery, LED unit, tailoring unit, carpentry unit etc.

3. One School Complex in CJ-11 having study and examination centre of NIOS and IGNOU.

4. One 52 Bedded Jail Hospital in CJ-13.

5. 330 numbers of Staff Quarters.

6. 580 numbers of Hostel Rooms for staff and security personnel in place of barracks.

7. One Multi Purpose Community centre in Residential Complex.

8. Shopping Complex having 14 numbers of shops for daily needs and services in residential complex.

Salient features of Mandoli Prison Complex:-

1. Separate prison for high security inmates.

2. Inbuilt mechanism for CCTV, Optical Fiber Cable Network.

3. Air circulation system with no electrical fixtures inside the wards.

4. Dual water supply system, solar water heating system, R.O system.

5. Sewage treatment plant, Rain water harvesting.

6. Entire Jail Complex, including Residential area is fitted with Solar Plant with capacity of 736 KWP.

7. Solid Waste Management plant in each jail to convert Solid Waste into Organic wasted.
